It is too bad, that public funded projects are so expensive! Unfortunately, most projects like this are designed by large engineering firms whose pay is based on the cost of the project. Why would they have any incentive at all to save the customer money? They dont! Public funded projects are built bullet proof, with the most expensive and over-the-top designs, equipment and materials.
