    Keller Ferry is closed tonight due to high winds, the state Transportation Dept. said. It should be reopened at 6 a.m. tomorrow, Feb. 21. Winds are expected to be around 14 mph with gusts of up to 41 tonight.     Grand Coulee Dam School District Superintendent Paul Tuner will retire this coming July, he told his school board in a letter Monday.
