    Firefighters got a stubborn blaze stopped near Leahy Junction Tuesday after a day of fighting in the hot sun. The fire reportedly started about 6:30 a.m. under a Douglas County PUD powerline, but the cause was not yet known, said Douglas County Fire District 3 Chief Cory Allman.     The Grand Coulee Dam School District approved a ballot measure Monday that will ask voters this fall to pay about half what they have been under levies about to expire.     In Grant County, the two-week incidence rate was at 238 cases of COVID-19 per 100,000 residents as of July 21, up from 227 on July 7. The case rate was at only 26 cases per 100,000 residents on March 31. A rate lower than 200 used to be the metric for whether a county could have fewer restrictions on businesses and events.     Grant PUD’s wholesale fiber network is on pace to bring in more than $12.5 million in revenue this year, which will help ensure that the utility’s covers the cost of operating the expanding network.     Grand Coulee Police 7/19 - A woman was banned from a Goodfellow Avenue location where she had allegedly broken into an RV parked there where police found some of her belongings and drug-related items that they collected to be destroyed.
