    There hasn't been a big rush in Electric City to get permits for all-terrain vehicles and golf carts now that they are legal on city streets. City Clerk Jackie Perman said this week that she has issued only a single permit for a golf cart and none for an ATV. Lowell and Birdie Hensley have the first and only city permit for a golf cart.     Shoulder work to delay traffic Drivers should expect delays of less than 10 minutes starting yesterday morning, Tuesday, Aug. 4, on SR 174 toward Bridgeport as road crews work on the shoulders, the DOT said late Monday.     A veteran who is said to be in violation of the terms of his lease is being threatened with eviction by the Housing Authority of Grant County. Tommy Hawkins, who has a third-story HAGC apartment on Continental Heights, was notified July 27 that if he didn't take down a marijuana flag attached to his balcony, along with a willow-reed sun screen, he would be evicted.     Wallace (Wally) E. Loe was born to Russell and Hilda Babst Loe on July 9, 1933, on the family farm near Molson, Washington. Wally died unexpectedly on July 23, 2015, in Post Falls, Idaho.
