    Electric City voters Tuesday turned down a property tax levy that would have raised money to support police protection. The vote was 90 yes votes (34 percent) and 170 no votes (65 percent). Proposition 1 would have raised about $55,000 to $60,000, according to Mayor Jerry Sands, and cost a homeowner whose house is valued at $100,000 about $90 a year extra in property taxes.     Smoke from an electrical panel in the new school kitchen set off an alarm and caused evacuation of some 700 students at about 9:20 a.m. Tuesday. The incident put the Lake Roosevelt schools' emergency plan into action and students were walked to the old Lake Roosevelt High School gym to await the arrival of parents and buses to take them home for the day.     Grand Coulee’s Civil Service Commission started advertising for a police chief in today’s Star newspaper and in statewide law enforcement journals. Application packets need to be in to the CSC by 5 p.m. Wednesday, Dec. 3, when the commissioners will hold their next meeting. The process has been delayed by a miscommunications between Mayor Chris Christopherson and the commissioners over the salary range.     Names are now being accepted for the local “Trees of Sharing” campaign that spreads holiday cheer and presents to kids who may not get them otherwise. Names of children may be submitted on slips of paper and turned in at Safeway, Harvest Foods and Coulee Medical Center. The Trees of Sharing is for kids residing in the Grand Coulee Dam area and school age children must attend Grand Coulee Dam District schools. Children’s names will be collected through Nov. 13.     Recently, I’ve noticed that a lot of the local businesses are imposing a fee when paying with a debit, credit, and even EBT cards. I am a frequent shopper to some of these places and I am getting a little annoyed with having these illegal fees passed on to the customers.     A 38-year-old Mallot man walking along SR 97 was hit by a car Thursday night about 6 p.m., the Washington State Patrol reports. Tarence Marconi was walking north along the highway when a northbound car drove onto the shoulder, striking Marconi and knocking him into the ditch. The unkown vehicle continued north.
