The Grand Coulee Dam Area Chamber of Commerce-sponsored Harvest Festival will feature a live, human-size foosball competition at Banks Lake Park from 10 a.m. to 4 p.m., Saturday, Sept. 19.     Earthquake hits A magnitude 4.2 earthquake struck at 9:42 a.m. Tuesday, shaking the area just enough to trigger an automatic check of local dams. The quake, which hit about seven miles north of Nespelem and six miles beneath the surface, shook windows in the new tribal government administration center being built there, where some people assumed it was a construction accident.     The National Park Service here has landed a traveling quilt show for July 1-4, 2016, as part of a celebration of its 100th anniversary. Administrative Officer Janet Valen at the Lake Roosevelt National Recreation Area said the traveling exhibit has 177 quilts depicting the flora, fauna and landscape of the country’s 59 major national parks. Quilts depict subject matter from Arcadia to the U.S. Virgin Islands, from Gates of the Arctic to American Samoa and others in between. But by construction time for the Third Powerhouse, the big house across from the Coulee Dam Town Hall was just right for one big family. Bob and Jean Mueller moved to town in 1967, when he was hired as an engineer on the project.     A Coulee Dam resident told the town council last week how well all the elements of the July 4 Festival of America celebration worked. Carol Netzel, who lives at the north end of Columbia Avenue, said that the town should write the Grand Coulee Dam Area Chamber of Commerce a letter congratulating its officials and members on how well the celebration was planned and executed.     We had a lot of extra pillows being used in the area last weekend. Against the odds imposed by truly oppressive heat, people streamed into this community continuously to celebrate the Fourth of July at the Grand Coulee Dam Area Chamber of Commerce’s Festival of America. And that’s a lesson for local governments. That festival was originally conceived as an event with a dual purpose, which it is still supposed to fulfill.     The Electric City Council voted to give the chamber of commerce another $10,000 from its hotel/motel tax fund last week. The Grand Coulee Dam Area Chamber of Commerce had asked to be on the agenda for June 9, was for a short period, and then found that they had been taken off the agenda because of all the things the council had to consider that Tuesday night. As it was, the monthly council meeting lasted well over two hours.
