Description of proposal: A proposal to permit Day Care Centers and Public Passenger Transportation Facilities in the Central Business Zoning District

The lead agency for this proposal has determined that it does not have a probable significant adverse impact on the environment. An environmental impact statement (EIS) is not required under RCW 43.21C.030 (2)(c). This decision was made after review of a completed environmental checklist and other information on file with the lead agency. This information is available to the public on request.

This DNS is issued under WAC 197-11-340(2); the lead agency will not act on this proposal for 14 days from the date below. Comments must be submitted by April 10, 2014.

PUBLIC HEARING

AMENDING ZONING CODE TO PERMIT DAY CARE CENTERS AND PUBLIC PASSENGER

TRANSPORTATION FACILITIES TO BE LOCATED WITHIN THE CENTRAL BUSINESS DISTRICT

The Grand Coulee City Council will hold a public hearing on Tuesday, April 15, 2014 at 6:30 pm at the Grand Coulee City Hall, 306 Midway. The purpose of this hearing is to review and consider proposed amendments to the Comprehensive Land Use Plan and Grand Coulee Municipal Code development regulations to permit day care centers and public passenger transportation facilities to be located within the Central Business District.

The public is encouraged to attend this hearing and make comments on the proposals. Any persons interested in commenting on these items should plan to attend this hearing or send written comments prior to the meeting. Printed and electronic copies of the documents may be obtained by contacting Grand Coulee City Hall. The documents may be viewed during regular business hours at City Hall. NOTICE OF HEARING FOR ORDER TO ABATE UNSAFE CONDITION

This is to notify the owners of the property located at 308 First Street, Grand Coulee, WA, Legal Description: TX# 01-1289-000, Lots 5&6, Block 17, Donaldson 1st Addition, Property Owner(s) Vera A West Estate, c/o Richard Bailey, 440 Ramona Ave #16, Monterey, CA 93940, that the building official for The City of Grand Coulee caused said property to be inspected and found conditions that cause the building official to deem the structure unsafe and to issue this notice and order pursuant to Chapter 14.06 of the Grand Coulee Municipal Code. You are hereby notified of a hearing to answer this Notice and Order in writing or in person before the building official at city hall. The hearing has been scheduled for Tuesday, April 15, 2014, 6:00 p.m. at Grand Coulee City Hall, 306 Midway Avenue, Grand Coulee, Washington. The Personal Representative named below has been appointed Personal Representative of this estate. Any person having a claim against the decedent must, before the time the claim would be barred by any otherwise applicable statute of limitations, present the claim in the manner as provided in RCW 11.40.070 by serving on or mailing to the Personal Representative or the Personal Representative’s attorney at the address stated below a copy of the claim and filing the original of the claim with the court in which the probate proceedings were commenced. The claim must be presented within the later of: (1) Thirty days after the Personal Representative served or mailed the notice to the creditor as provided under RCW 11.40.020(1)(c); or (2) four months after the date of first publication of the notice. If the claim is not presented within this time frame, the claim is forever barred, except as otherwise provided in RCW 11.40.051 and RCW 11.40.060. This bar is effective as to claims against both the decedent’s probate and nonprobate assets.
