Why no need to be present to win?

Please shed some light on why you no longer have to be present at the Colorama drawing to claim your prize. Throughout the entire drawing, NO one was present to win any type of prize. Not even rodeo tickets for that night! What a waste! Doesn't the chamber want to attract people to come to the Colorama festival? Instead of staying home and not attending and just waiting to hear about it in the paper? How awful and what a waste of time for those who actually showed up.
