WAC 197-11-970 DETERMINATION OF NONSIGNIFICANCE (DNS)

Coulee Dam Civic Way, Cedar St, Tulip St,

and Crest Dr Improvements Project

Description of proposal: The Town of Coulee Dam received Transportation Improvement Board funding through the Small City Arterial Program (SCAP) to complete the Civic Way, Cedar St, Tulip St, and Crest Dr Improvements Project. The Project includes the realignment of the Pine St and Civic Way intersection, and the Central Dr and Crest Dr intersection in order to channel vehicle flow in a way which reduces traffic speed and improves line of sight along the school loop. The project includes a grind and overlay of the existing road surface along Civic Way between Central Dr and Cedar St, Cedar St between 6th St and Civic Way, Tulip St between Civic Way and Crest Dr, and Crest Dr from Tulip St to Central Dr. The project also includes installations of new sidewalk, curb and gutter, crosswalks and radar signage. All sidewalks within the project area will be equipped with ADA-compliant ramps and crosswalks. A new drainage gutter will be installed adjacent to the elementary school.

Proponent: Town of Coulee Dam

Location of proposal: The Project’s location is Civic Way between Central Dr and Cedar St, Cedar St, Tulip St between Civic Way and Crest Rd, and Crest Rd from Tulip St to Central Dr. The project is located in Township 29N, Range 31E, Section 31 and Township 29N, Range 30E, Section 36E of Okanogan County.

Lead agency: Town of Coulee Dam

The lead agency for this proposal has determined that it does not have a probable significant adverse impact on the environment. An environmental impact statement (EIS) is not required under RCW 43.21C.030 (2)(c). This decision was made after review of a completed environmental checklist and other information on file with the lead agency. This information is available to the public on request.

r This DNS is issued after using the optional DNS process in WAC 197-11-355. There is no further comment period on the DNS.
