CITY OF GRAND COULEE

2018 CHIP SEAL

Sealed Proposals will be received by the undersigned at the City of Grand Coulee, 306 Main Street, Grand Coulee, Washington 99133, up to 11:00 AM; local time on Wednesday, June 6, 2018, for furnishing the necessary labor, materials, equipment, tools, and guarantees thereof to construct the 2018 Chip Seal Project.

This Contract provides for the chip seal of several roadways in the City of Grand Coulee. The work includes, but is not limited to: furnishing and installing bituminous surface treatment, crack sealing, hot mix asphalt pavement repair, utility adjustments, traffic control, and all other appurtenances required to complete the work all in accordance with the attached Contract Plans, Special Provisions, and the Standard Specifications.

The Work shall be physically complete within 25 working days after the commencement date stated in the Notice to Proceed. All bidding and construction is to be performed in compliance with the Contract Provisions and Contract Plans for this project and any addenda issued thereto that are on file at the office of the City Clerk at City Hall in Grand Coulee, Washington.

The Proposals will be publicly opened and read aloud shortly after the time and date stated above. Proposals are to be submitted only on the form provided with the Bid Documents. All Proposals must be accompanied by a certified check, postal money order, cashiers check, or Proposal bond payable to the “City of Grand Coulee” and in an amount of not less than five percent (5%) of the total Proposal amount.

Bid Documents may be examined at the office of the City of Grand Coulee, or the office of the Project Engineer, Gray & Osborne, Inc. Bid Documents for this project are available free-of-charge at the following website: “http://gobids.grayandosborne.com”. Bidders are encouraged to “Register” as a planholder in order to receive automatic email notification of applicable addenda and to be placed on the “Planholder List”. For assistance, please call (509) 453‑4833. Contract questions shall be directed only to the office of the Project Engineer.

Financing of the Project has been provided by the Washington State Transportation Improvement Board. The City of Grand Coulee expressly reserves the right to reject any or all Proposals and to waive minor irregularities or informalities and to Award the Project to the lowest responsive, responsible bidder as it best serves the interests of the City.

OF SURPLUS ITEMS

The City of Grand Coulee will sell by sealed bids, to the highest bidder, miscellaneous surplus items. A COMPLETE LIST of all items and information for bidders may be obtained from the City Clerk’s Office, 306 Midway Ave., PO Box 180, Grand Coulee, WA 99133. Some items require a minimum bid price.

Inspection of items offered for bids will be held on June 5 and June 7, between the hours of 10:30 a.m. and 11:30 a.m. or by appointment.

All bids must be submitted in writing, signed, with bidders address, in a sealed envelope addressed “2018 Surplus Sale”. All bids must be received in the Office of the City Clerk, 306 Midway, P.O. Box 180, Grand Coulee, WA 99133, no later than 3:30 p.m., June 8, 2018. At 4:00 p.m. on that day all bids shall be opened and recorded. The city reserves the right to reject any or all bids.

Successful bids must be paid in full no later than 5:00 p.m. on June 8, 2018. The purchase price is payable in cash, certified check or money order only. Any and all extenuating costs will be borne by the purchaser. All sales are final, all items are sold as is with no warranty written or implied.

Chip Seal Project

INVITATION TO BID

The Town of Elmer City is requesting bids for the construction of a chip seal project. Bids will be received at the Town of Elmer City, 505 Seaton Ave., Elmer City, WA 99124, until June 6, 2018 at 1:00 pm. Bids will be opened and read publicly immediately following the close of bid receipt. No late or faxed bids will be accepted.

There will be no pre-bid conference for this project; however, bidders may visit the site to view the existing conditions.

The project includes chip seal of approximately 4,200 linear feet of 22 feet wide road on Elmer City Access Road between Front Street and the South City Limits, approximately 700 feet south of Third Avenue.

Bid must be submitted on the forms provided with the Contract Documents. A 5% bid bond will be required. 100% performance and payment bonds will be required from the successful contractor. The contractor must be capable of meeting all insurance and bonding requirements.

This project is funded by the Washington State Transportation Improvement Board (TIB), and is subject to all applicable state laws and regulations. All work performed on this project will be subject to Washington State prevailing wage rates.

The Town of Elmer City reserves the right to reject any and all bids, to waive technicalities, and in its sole judgment, accept the bid which it deems is in its best interest.
