NOTICE OF PUBLIC HEARING
ZONING AND COMPREHENSIVE
PLAN AMENDMENTS
NOTICE IS HEREBY that the Electric City Council will hold a public hearing at 6:00 pm on Tuesday, June 25th at City Hall located at 10 Western Avenue to take public testimony on proposed amendments to the Comprehensive Plan and Title 18 of the Electric City Municipal Code. The amendments have been developed by the Planning Agency and staff to address: Amendments to the Comprehensive Plan and Electric City Municipal Code Title 18 including 18.05 General Provisions, 18.10 Districts Established, 18.18 S-1 Zone, 18.20 R-1 Zone, 18.36 C-3 Zone, 18.40 General Use, 18.45 General Regulations, 18.47 Landscape Buffers, and 18.60 Signs.
Copies of the proposed amendments are available for review at City Hall or on the web site at http://www.electriccity.us. City Hall is accessible to persons of all abilities.

The Grand Coulee Dam School District is accepting written food service proposals from qualified food service management companies (FSMCs) to provide food services according to Local Education Agency (LEA) specifications.

A copy of the complete RFP is available on the district’s website http://www.gcdsd.org. Sealed proposals must be received no later than 2:00 p.m. on June 28, 2019. Proposals received after scheduled closing cannot be considered.
The LEA reserves the right to accept any proposal that it deems most favorable to its interests. It also reserves the right to waive any informalities and irregularities and reject any and/or all proposals or any portion of any proposal submitted which in their opinion is not in the best interest of the LEA.
A pre-bid conference will be held on Monday, June 10, 2019 at 8:45 a.m. at the address listed above. Each FSMC is limited to a maximum of two representatives. Attendance at the pre-bid conference is strongly recommended if you wish to submit a proposal. The purpose of this conference is to answer questions related to our food service program.
No bidder may withdraw or alter his proposal after the time set for opening thereof, unless award of contract is delayed for a period of more than forty-five (45) days from the date of opening.

CALL FOR BIDS

2019 STREET IMPROVEMENTS
Sealed Proposals will be received by the undersigned at the City of Electric City, City Hall, 10 Western Avenue, Electric City, Washington 99123, up to 11:00 A.M .; local time on Wednesday, June 26, 2019, for furnishing the necessary labor, materials, equipment, tools, and guarantees thereof to construct 2019 Street Improvements.
This Contract provides for four (4) schedules of work, all in accordance with the attached Contract Plans, these Special Provisions, and the Standard Specifications:
Schedule A: Grand and
Western Avenue Improvements:
The construction of the overlay of approximately 1,350 lineal feet of Grand Avenue and 400 lineal feet of Western Avenue, including but not limited to pulverizing the existing pavement, excavation, grading, subgrade preparation, storm drainage improvements, cement concrete curb, gutters, curb ramps, sidewalks, driveway entrances, cement treated base, hot mix asphalt pavement, pavement marking, miscellaneous surface restoration, traffic control and all other appurtenances required to complete the work.
Schedule B: Coulee Boulevard
Sidewalk Improvements:
The construction of approximately 860 lineal feet of sidewalk, including but not limited to removal of existing asphalt, structures and obstructions, excavation, grading, subgrade preparation, cement concrete curb, gutters, curb ramps, sidewalks, hot mix asphalt pavement, pavement marking, stormwater facilities, miscellaneous surface restoration, traffic control and all other appurtenances required to complete the work.
Schedule C: Water Main Improvements:
The replacement of approximately 1,550 lineal feet of 8-inch water main, 155 lineal feet of 12-inch water main, and 1,870 lineal feet of water service piping along Grand Avenue and Western Avenue, including valves, fittings, thrust blocks, meters, and all other appurtenances required to complete the work.
Schedule D: Fire Station Parking
Lot Improvements
The construction of the overlay of approximately 1,630 square yards of the Electric City Fire Station parking lot and surrounding areas, including but not limited to pulverizing the existing pavement, excavation, grading, subgrade preparation, cement treated base, hot mix asphalt pavement, pavement marking, miscellaneous surface restoration, traffic control and all other appurtenances required to complete the work.
The Work shall be substantially complete within 70 working days after the commencement date stated in the Notice to Proceed. All bidding and construction is to be performed in compliance with the Contract Provisions and Contract Plans for this project and any addenda issued thereto that are on file at the office of the City Clerk, City Hall, Electric City, Washington.
The Proposals will be publicly opened and read aloud shortly after the time and date stated above. Proposals are to be submitted only on the form provided with the Bid Documents. All Proposals must be accompanied by a certified check, postal money order, cashiers check, or Proposal bond payable to the “City of Electric City” and in an amount of not less than five percent (5%) of the total Proposal amount.

Bidders are encouraged to “Register” as a planholder in order to receive automatic email notification of applicable addenda and to be placed on the “Planholder List”. For assistance, please call (509) 453‑4833. Contract questions shall be directed only to the office of the Project Engineer.
Financing of the Project has been provided by the City of Electric City, Washington, and the Washington State Transportation Improvement Board. The City expressly reserves the right to reject any or all Proposals and to waive minor irregularities or informalities and to Award the Project to the lowest responsive, responsible bidder as it best serves the interests of the City.
