SUMMARY OF ORDINANCE NO. 1077

of the City of Grand Coulee, Wash.

On March 16, 2021, the City Council of the City of Grand Coulee, Washington, approved Ordinance No. 1077, the main point of which may be summarized by its title as follows:

AN ORDINANCE OF THE CITY COUNCIL OF GRAND COULEE, WASHINGTON, ADOPTING AMENDMENTS TO CHAPTER 17.18 OF THE GRAND COULEE MUNICIPAL CODE RELATED TO REGULATION OF CRITICAL AREAS; CONTAINING A SEVERABILITY PROVISION; AND SETTING AN EFFECTIVE DATE.

TOWN OF COULEE DAM

WEST COULEE DAM LIFT STATION

General Notice

Town of Coulee Dam (Owner) is requesting Bids for construction of the West Coulee Dam Lift Station Project. Bids for construction of the Project will be received by the Owner via online submission only, until 1:00PM, Wednesday May 12, 2021 local time. At that time the Bids received will be privately opened and read. A bid summary will be issued after opening, emailed to all bidders and posted on the website.

The Project includes reconstruction of the Town of Coulee Dam’s West Coulee Dam Lift Station. Major elements of work generally include: temporary bypass pumping, demolition of existing facilities, new precast concrete wet well and valve vault, duplex submersible pump system, retrofitting of existing concrete Imhoff tank, electrical and controls, new backup generator, piping and valving, connection to existing force main, earthwork, site improvements and surface restoration, and associated work.

The BIDDING DOCUMENTS may be examined at the Issuing Office:

To Bid the project, Bidder shall download a full set of the BIDDING DOCUMENTS from http://www.varelaplanroom.com under “Public Jobs” and shall be on the Plan Holders List. Bids shall be submitted electronically via the Varela Plan Room website and in accordance with the Instructions to Bidders. Additional bid acceptance and contract award provisions are specified in the Contract Documents.

American Iron and Steel

Section 746 of Title VII of the Consolidated Appropriations Act of 2017 (Division A - Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Act, 2017) and subsequent statutes mandating domestic preference applies an American Iron and Steel requirement to this project. All iron and steel products used in this project must be produced in the United States. The term “iron and steel products” means the following products made primarily of iron or steel: lined or unlined pipes and fittings, manhole covers and other municipal castings, hydrants, tanks, flanges, pipe clamps and restraints, valves, structural steel, reinforced precast concrete, and Construction Materials.

NOTICE OF STATE’S INTENT TO NEGOTIATE LEASE

Department of Natural Resources will begin negotiation of expiring leases with existing lessees on the following parcels. All leases are subject to third party bids by interested parties. Lease terms and bidding information is available by calling the Southeast Region at 1-800-527-3305 or by visiting the Region Office at 713 Bowers Road, Ellensburg, Washington 98926. The leases expire September 30, 2021.

Written request to lease must be received by May 24, 2021, at the Department of Natural Resources, 713 Bowers Road, Ellensburg, Washington 98926.

Each request to lease must contain a certified check or money order payable to the Department of Natural Resources for the amount of any bonus bid, plus a $100 deposit. The envelope must be marked “Sealed Bid” and give the lease number, expiration date of lease applied for, and give the applicant’s name.
