Park leaders meet new federal team

A new team of federal personnel attended the Coulee Area Park and Recreation District meeting at the old middle school Jan. 22, to meet with district commissioners and get a sense of how to move forward during a transition.

Bill Dykes, Stefani Utter, Chloe Johnson and Lauriann Mountjoy, all with the U.S. Bureau of Reclamation are the new resources group that will work with the district that currently oversees North Dam Park, which is owned by Reclamation.

"We're here to see what are options and desires for moving forward, and what we do to facilitate such," Dykes said.

Treasurer Kevin Portch was leading the meeting, since the district currently has no president, he said. The district has been looking with little success for volunteers for its commission.

Dykes is a supervisory civil engineer. Mountjoy is the facilities manager who will be working directly with the CAPRD and Utter is project manager supervisor at Grand Coulee Dam. Johnson is a natural resource specialist.

"Right now, we're dealing with a lot of new executive orders," Dykes noted. "trying to see how we'd like to move forward."

Dykes asked if the CAPRD board wants to move forward.

"That's a great question," Portch answered, "one that we all need to speak to."

Portch said the volunteer commission has been shorthanded for a year and half.

He said CAPRD has the funding to make it another year "to just maintain." He said the commission will need to talk about the issue in executive session.

After that, the bureau would like to meet. Currently, Dykes noted, their guidelines are "somewhat changing this week."
